The Loadstar reported this week that congestion in European ports has continued to worsen, with workforce constraints exceeding forecasts in Bremerhaven, leaving stakeholders with very limited options. Jannik Amstutz, senior manager of ocean freight at Flexport, noted that ports are experiencing an average of five to six days of congestion, depending on the destination. The situation is exacerbated by low Rhine water levels due to insufficient rainfall, which limits the use of barges, particularly from Antwerp and Rotterdam.

European Association for Forwarding, Transport, Logistics and Customs Services (CLECAT): FREIGHT ASSOCIATIONS RAISE ALARM OVER STATE OF GERMAN RAIL INFRASTRUCTURE (23.05.2025)
On 13 May, a coalition of European and national rail freight associations issued a joint letter to Germany’s new Federal Minister for Transport, Patrick Schnieder, voicing serious concerns over the deteriorating quality and management of the country’s rail network.

European Association for Forwarding, Transport, Logistics and Customs Services (CLECAT): COUNCIL RESUMES NEGOTIATIONS ON WEIGHTS AND DIMENSIONS (23.05.2025)
The Polish Presidency has recently resumed negotiations in the Council on the revision of the Weights and Dimensions Directive. While reaching a general approach before the end of June seems unlikely, it sends the right signal to finally address pressing issues for the European road freight transport sector.

CLECAT maintains that the fragmentation of the market, due to varying national and bilateral rules on maximum weights and dimensions is one of the primary concerns of the sector. This patchwork of regulations creates inefficiencies and hinders the seamless operation of cross-border transport. As already stated in our position paper, we call for the cross-border movement of 44-tonne trucks between countries allowing them at national level, to reduce such inefficiencies. Freight forwarders also consider that cross-border movements of 44-tonne fossil fuel trucks should still be allowed after 31st December 2034, as there are still uncertainties regarding the deployment of zero-emission vehicles and corresponding infrastructure in time.

European Association for Forwarding, Transport, Logistics and Customs Services (CLECAT): CLECAT CALLS FOR A MORE EFFECTIVE CEF TO BOOST EUROPEAN TRANSPORT (23.05.2025)
On 22 May, CLECAT submitted its response to the public consultation on the evaluation of the Connecting Europe Facility (CEF). This EU funding instrument has been key in building a robust and interconnected European transport sector, which is crucial for a competitive, net-zero, and resilient Europe. 

CLECAT notes that despite significant progress, the Trans-European Transport Network (TEN-T) remains incomplete, facing bottlenecks, missing links, and capacity limitations that hinder the full functioning of the EU internal market. A strong European transport network is vital for enhancing the EU's industrial competitiveness, cohesion, military mobility, securing the supply of critical raw materials, and ensuring supply chain sovereignty. In light of the growing geopolitical uncertainty and the accelerating impacts of climate change, targeted and well-coordinated transport investments are more important than ever to bolster Europe's crisis preparedness and resilience.
