Following today’s adoption by the Council of the EU of its general approach on the Union Customs Code reform, CLECAT congratulates the Polish Presidency and Member States for their efforts over the past two years to reach a consensus that allows negotiations with the European Parliament and the European Commission to begin.
The Danish Presidency now has the opportunity to bring the file forward through constructive dialogue with the European Parliament and the Commission. CLECAT stands ready to support this process to ensure the reform results in a robust and future-proof framework that facilitates trade while safeguarding legal certainty for all actors involved.

European Association for Forwarding, Transport, Logistics and Customs Services (CLECAT): COMMISSION WELCOMES AGREEMENT ON SIMPLIFIED CBAM RULES (27.06.2025)
The European Commission has welcomed the provisional political agreement reached between the European Parliament and the Council on the proposal to simplify and strengthen the EU Carbon Border Adjustment Mechanism (CBAM).
Originally presented on 26 February 2025 as part of the “Omnibus I” simplification package, the revised CBAM proposal introduces a 50-tonne exemption threshold per importer per year. This aims to ease compliance for SMEs and individual importers without weakening the regulation’s climate objectives. Despite the exemption, approximately 99% of emissions from CBAM-covered imports will remain within scope. The package also introduces streamlined procedures for all CBAM importers, including improvements to authorisation processes, emissions calculations, data collection, and verification rules. It also simplifies the mechanism to account for carbon costs paid in third countries and clarifies liability rules for CBAM declarants during the import year.

On 26 June, the Parliament and Council reached an agreement on the revision of the Directive on river information services (RIS), setting the rules for the EU inland waterways, including the exchange of information between authorities, inland water transport operators and skippers.

European Association for Forwarding, Transport, Logistics and Customs Services (CLECAT): COM ADOPTS NEW STATE AID FRAMEWORK TO SUPPORT CLEAN INDUSTRY AND FUELS (27.06.2025)
On 27 June, the European Commission adopted the Clean Industrial Solutions Act Framework (CISAF), a new state aid instrument aimed at accelerating the decarbonisation of EU industry. The framework replaces the Temporary Crisis and Transition Framework (TCTF) and will apply until the end of 2030.
CISAF sets out the conditions under which Member States may support investments in renewable energy, low-carbon fuels and industrial decarbonisation technologies. The objective is to facilitate the roll-out of clean technologies, enhance the competitiveness of EU industry, and prevent the relocation of production to countries with lower energy costs.

European Association for Forwarding, Transport, Logistics and Customs Services (CLECAT): CLECAT WELCOMES AMENDMENT PROPOSAL TO EUROVIGNETTE DIRECTIVE (27.06.2025)
The European Commission adopted on 27 June a proposal to amend the Eurovignette Directive to extend the possibility to exempt zero-emission trucks for road tolls and user charges. As pledged in its Industrial Action Plan for the European automotive sector, the Commission proposes to extend the current exemption period from 31 December 2025 to 30 June 2031, providing a significant incentive for companies to invest in zero-emission heavy-duty vehicles.
The proposed exemption period will be aligned with the EU CO₂ standards for new heavy-duty vehicles, which aim for a 43% emissions reduction by 2030. Since the upfront cost of zero-emission vehicles remains higher than that of conventional HDVs, making them less attractive to buyers, financial incentives to reduce operational costs are essential to support companies in transitioning their fleets to ZEVs
