On 28 August, CLECAT’s Digitalisation Working Group convened to review the latest developments in the digitalisation of freight transport, with a strong focus on the implementation of the eFTI Regulation (EU) 2020/1056. The logistics industry has consistently supported the Regulation’s objective to replace paper-based compliance documents with electronic data. This shift is recognised as an essential step in the digital transition of the transport sector, promising to simplify business-to-authority communication and, in the longer term, also facilitate business-to-business data exchange. Such progress can reduce paperwork, improve transparency, and enhance the efficiency of supply chains.

European Association for Forwarding, Transport, Logistics and Customs Services (CLECAT): US TO RETALIATE AGAINST IMO MEMBERS THAT BACK NET ZERO EMISSIONS PLAN (29 August 2025)
On 12 August, the U.S. Department of State issued a Joint Statement on Protecting American Consumers and Shipping Industries, formally rejecting the International Maritime Organisation’s (IMO) Net-Zero Framework. The framework, agreed in April 2025, sets out the pathway to eliminate greenhouse gas emissions from global shipping by 2050. It introduces a progressive carbon pricing mechanism, mandates the use of green fuels, and establishes a global fund to support the transition in developing countries.

European Association for Forwarding, Transport, Logistics and Customs Services (CLECAT): CLEVER OPENS CONSULTATION ON EMISSION FACTOR CALCULATION METHODOLOGY (29 August 2025)
The EU-funded project CLEVER recently launched an open consultation on its draft framework for calculating standardised GHG emission factors in the transport and logistics sector. This initiative supports the upcoming CountEmissionsEU Regulation, establishing a harmonised framework for measuring GHG emissions from transport services. The consultation invites stakeholders, including transport operators, logistics providers, policymakers, and industry experts, to review and provide feaedback on the goal, scope, and modular structure of the CLEVER framework. The framework is designed to ensure accurate, transparent, and harmonised GHG accounting across all transport modes, addressing both upstream energy production and vehicle operation.

European Association for Forwarding, Transport, Logistics and Customs Services (CLECAT): ITF REPORT ON FINANCING TRUCK ELECTRIFICATION (29 August 2025)
On 25 August, the International Transport Forum (ITF) released their new report, entitled Financing the Electrification of Heavy-Duty Vehicles. It examines the financial and regulatory challenges hindering the widespread adoption of electric trucks and buses. While electrification of urban buses has advanced rapidly—particularly in China and Europe—electric trucks and intercity coaches remain at an early stage due to higher upfront costs, uncertain residual values, and limited access to affordable financing, especially for SMEs. The report highlights that achieving total cost of ownership parity between electric and diesel heavy-duty vehicles is essential but not sufficient on its own; structural barriers, such as banks’ reluctance to finance e-HDVs due to perceived technological and market risks, must also be addressed.

In a recent press statement PostEurope has sounded the alarm over the U.S. decision to abolish the $800 de minimis threshold for imports, warning that the new requirements are impossible to implement within the short transition period. From 29 August, every parcel shipped to the U.S. must be entered formally through the Automated Commercial Environment (ACE) with full data, valuation and duty payment.

The International Chamber of Commerce (ICC) Digital Standards Initiative has published a new report, Digitalising Global Trade: A Roadmap to Interoperability and Trust at Scale. While the past two years have seen notable progress in legal reform and the piloting of digital solutions, the ICC DSI cautions that isolated initiatives risk creating new digital silos rather than building a connected system. The report therefore calls for a stakeholder-led approach that combines legal, technical and operational measures to ensure interoperability and trust at scale.
