European Association for Forwarding, Transport, Logistics and Customs Services (CLECAT): EUDR INFORMATION SYSTEM GOES LIVE (06 December 2024 )
The European Commission has launched the EUDR Information System, enabling operators, traders, and their representatives to submit due diligence statements required under the EU Deforestation Regulation (EUDR). This marks a significant step ahead of the Regulation’s application, providing a platform for submitting and managing statements that ensure products are not linked to deforestation or forest degradation.

The European Commission issued today a press statement noting that an agreement has been reached with Mercosur countries - Brazil, Argentina, Paraguay, and Uruguay – on a new partnership that promises significant benefits for businesses, consumers, and sustainability efforts on both sides.

European Association for Forwarding, Transport, Logistics and Customs Services (CLECAT): COMMISSION URGES MEMBER STATES TO TRANSPOSE NIS2 DIRECTIVE (06 December 2024 )
Last week, the European Commission initiated infringement procedures against 23 Member States for failing to fully transpose the NIS2 Directive into national law by the 17 October 2024 deadline.

European Association for Forwarding, Transport, Logistics and Customs Services (CLECAT): DUTCH TRANSPORT & LOGISTICS GROUPS CHALLENGE SCHIPHOL PRICE HIKES (06 December 2024 )
Last week, Air Cargo Netherlands (ACN), Transport and Logistics Netherlands (TLN), and Fenex, the Dutch Freight Forwarders Association, jointly filed a complaint with the Dutch Authority for Consumers and Markets regarding Schiphol Airport's planned price hikes. Announced in November, the increases are set to raise airline charges by 37% over three years.

European Association for Forwarding, Transport, Logistics and Customs Services (CLECAT): TRAN REPORT ON IMPACT OF FIT FOR 55 ON TRANSPORT (06 December 2024 )
On 4 December, MEPs from the TRAN Committee received a presentation on the study analysing the expected impacts of the Fit for 55 legislation on connectivity and mobility in Europe. The study commissioned by the TRAN Committee and developed by Ecorys and CE Delft is based on a comprehensive review of eleven legislative texts in the package with a transport policy dimension.

European Association for Forwarding, Transport, Logistics and Customs Services (CLECAT): CLECAT JOINS FIATA WG SEA IN LONDON (06 December 2024 )
On 28 and 29 November, CLECAT attended the FIATA Working Group Sea meeting hosted by BIFA and the TT Club in London. Delegates had the opportunity to discuss the latest developments regarding maritime logistics at global level and potential initiatives to ensure a fair and level playing field for its resilience. Participants acknowledged that regulatory developments taking place in the United States (OSRA of 2022 and subsequent FMC’s Final rules) should serve as an example for other regions to promote fair competition and business relations among all actors of the maritime supply chain. Members also received an update on the implementation of ICS2 Release 3 in maritime transport and its consequences for third-country operators.

European Association for Forwarding, Transport, Logistics and Customs Services (CLECAT): GREECE AGREES TO AMEND ITS TONNAGE TAX SCHEME (On 25 November, the European Commission acknowledged the acceptance by Greece of the appropriate measures proposed by the Commission to bring the existing Greek tonnage tax scheme and related measures in line with State aid rules.)

European Association for Forwarding, Transport, Logistics and Customs Services (CLECAT): ICS2 RELEASE 3 LIVE FOR MARITIME HOUSE LEVEL FILING (06 December 2024 )
On 4 December, the EU's Import Control System 2 (ICS2) Release 3 went live, mandating house-level information for maritime shipments. Freight forwarders opting to lodge Entry Summary Declarations (ENS) by themselves through multiple filing must start filing by this date unless a deployment window has been requested in advance.

European Association for Forwarding, Transport, Logistics and Customs Services (CLECAT): EU PARLIAMENT APPROVES NEW PACKAGING AND PACKAGING WASTE REGULATION (06 December 2024 )
On 27 November, the European Parliament has given its formal approval to the Packaging and Packaging Waste Regulation (PPWR), replacing the long-standing Packaging and Packaging Waste Directive (PPWD). This new legislation marks a significant shift in how packaging is designed, used, and recycled across the EU, aiming to improve environmental performance while preserving the free movement of goods in the Internal Market.

European Association for Forwarding, Transport, Logistics and Customs Services (CLECAT): EP APPROVES OPENING OF TRILOGUES ON COUNTEMISSIONS EU (06 December 2024 )
On 4 December, the TRAN and ENVI Committees voted to formally enter into interinstitutional negotiations on the CountEmissions EU proposal. The two new Rapporteurs, MEPs Antonio Decaro (S&D, Italy) and Norbert Lins (EPP, Germany) will lead the negotiations with the Council and Commission.
