As of 5 October 2026, Spain’s DeCA (Documento electrónico de control administrativo) is mandatory for relevant road freight transport operations, marking a shift from paper-based to digital control documentation.
As of 5 October 2026, Spain’s Documento electrónico de control administrativo (DeCA) is now mandatory for relevant road freight transport operations. The new digital requirement replaces the previous paper-based control document and applies to transport into and out of Spain.
Under the new requirements, the DeCA must be created and made available digitally. Documents must be generated as digital PDFs, linked to a unique URL and accessible through a QR code. The document must be available to the parties involved in the transport and can be retrieved by transport authorities during inspections. The framework also clarifies the role of electronic signatures and how DeCA relates to other digital transport documents. (....)
