Flexibilities and weak enforcement provisions in the Effort Sharing Regulation (ESR) mean that emissions reductions could reach only a fraction of the Fit for 55 emissions target, new analysis by Transport & Environment (T&E) finds. / The ESR – under review now as part of the European Commission’s ‘Fit for 55’ climate package – sets binding national climate targets for the emissions of road transport, buildings, agriculture, waste and small industries. New T&E analysis finds that the emissions reduction trajectory proposed by the European Commission sets a far too generous emissions budget for 2021-2030. Weaknesses in the Regulation mean that, by 2030, emissions in the ESR sectors would not be cut by -40%, as envisaged by Fit for 55, but by a mere -33%. (....)
