Pressemitteilung: Eurovignette & Road Tolls on EU roads: What vehicle transporter operators need to know in 2025

The EU road toll legislation, known as the Eurovignette Directive (Directive (EU) 2022/362), which sets rules for road tolling of trucks and other vehicles across the EU based on their energy efficiency and CO₂ emissions, was last revised in 2022. Member States were required to implement the new rules into their national laws by 25 March 2024.
ECG has updated its report on the implementation of Eurovignette, first published in 2024. The latest edition provides an overview of recent EU-level legislative developments as well as the current implementation status across Member States.
So, what’s new now that more than a year has passed since the deadline?
EU-level developments
On 5 March 2025, the European Commission announced plans for a targeted amendment to the Eurovignette Directive as part of the Industrial Action Plan for the European automotive sector. This initiative aims to support the uptake of zero-emission heavy-duty vehicles by extending toll incentives beyond the current expiry date of 31 December 2025. (....)
