The Universal Postal Union’s (UPU) recognized high achievers in its Integrated Index for Postal Development (2IPD) during a World Post Day ceremony at its Berne, Switzerland, headquarters today.
The index measures postal development by country according to four indicators – reach, reliability, resilience and relevance – providing a comparative, peer-grouped ranking of 181 countries in 2025. This year, countries also received bonus points for digital maturity, postal statistics quality, survey participation and progressive decarbonization achievements. The results were released within the UPU’s annual State of the Postal Sector 2026 report.
Awards were given across three categories: Leaders in Postal Excellence recipients achieved the highest overall level of postal development in the index; countries who outperformed all others in their respective regions were recognized as Regional Champions; and countries who made the greatest year-on-year improvement in their postal development scores were acknowledged as Rising Stars.
