CO2 emissions: adjusted targets, more incentives for clean vehicles / Corporate fleets: accelerating the uptake of zero- and low-emission vehicles / Automotive sector: boost electric vehicles, simplify measures

Europäisches Parlament: CO2 emissions: adjusted targets, more incentives for clean vehicles (04-11-2026)
• Follow-up to the 2025 strategic dialogue on the future of the automotive industry
• Revised CO2 emissions reduction targets for new cars and vans
• Incentives for manufacturers: low-carbon steel made in the EU and super credits for certain electric vehicles (EVs)
On Wednesday, Parliament’s Environment Committee adopted its proposal for revised CO2 emissions targets for new cars and vans and incentives for clean vehicles made in the EU.
Adopted with 48 votes in favour, 30 against and two abstentions, the draft rules are part of a broader package for a clean and competitive European automotive sector.
Adjusted targets and low-carbon steel credits
For passenger cars, MEPs want to lower the 2035 fleet-wide CO2 emissions reduction target from 100% to 87.5%. Manufacturers would have to compensate for emissions capped at 7.5% (of the 2021 EU fleet-wide reference target) to reach a target of 95%, by using credits for low-carbon steel made in the EU.
For vans, MEPs propose a 35% reduction target by 2030, compared with 40% in the Commission text and 50% under the existing rules. The 2035 target would decrease from 100% to 80% (in this case, low-carbon steel credits could be used, subject to a 7.5% cap).

Europäisches Parlament: Corporate fleets: accelerating the uptake of zero- and low-emission vehicles (04-11-2026)
• Setting up national aspirational targets and plans to stimulate growth of low-emission cars by 2035
• Financial support only for zero- and low-emission corporate vehicles “made in the EU”
• 58% of new cars and 90% of vans are corporate vehicles registered by legal entities
On Wednesday, Transport and Environment Committees MEPs adopted their position on how the EU should speed up the share of clean vehicles in corporate fleets.
The draft rules, adopted by 89 votes to 29 and with four abstentions, would cover corporate cars and vans registered by large businesses in the EU countries, with more than 250 employees and a turnover over €50 million. They would not apply to vehicles designed specifically for certain purposes, such as civil protection, maintaining public order and essential services, or miliary mobility.

Europäisches Parlament: Automotive sector: boost electric vehicles, simplify measures (04-11-2026)
• Facilitate the uptake of small and efficient EU-made electric vehicles
• Introduce new safety features for vehicle users, especially for children
• €706 million in estimated annual savings for industry, citizens and government authorities
Parliament’s Environment, Internal Market and Transport Committees suggest simplifying and improving certain rules governing the EU automotive industry.
The draft rules, adopted with 105 votes in favour, 39 against and 21 abstentions on Wednesday, are part of a broader package aimed at supporting the automotive sector in the transition to clean mobility.
Small electric vehicles (EVs) and targeted incentives
To encourage the development and market uptake of electric vehicles, the MEPs agreed to introduce a new category of “small electric vehicles” – passenger cars of maximum length 4.2 metres and made in the EU (to be defined under the Industrial Accelerator Act). They also want to introduce definitions of “highly efficient EVs” – cars made in the EU and meeting strict electric energy consumption thresholds; and of “zero emission vans made in the EU”. The MEPs acknowledge the importance of targeted support measures to boost the sales of these vehicles. The measures would also include a super-credit mechanism under the update of the CO₂ emission performance standards.
