European Federation for Transport and Environment AISBL: ETS2 reform will limit price spikes and make redistribution easier, says T&E (October 22, 2025)
It is now down to governments to properly support low and middle-income families to transition away from fossil fuels and to a more secure energy future
The EU Commission last night confirmed that it will keep prices for its upcoming carbon price on road and heating fuels stable, to avoid prices getting out of control. It also confirmed a frontloading mechanism which will allow member states to start redistributing revenues from the scheme straight away. There is now no excuse for governments not to introduce bold redistribution measures, including other complementary actions, which will help low and middle-income households in the transition towards cleaner technologies, says T&E.
Member states can now auction ETS2 allowances as early as 2026 in order to generate revenues before the ETS2 launch in 2027. These revenues can be used by governments to support low-income households by making greener alternatives like public transport and EV leasing schemes more affordable. How many emission allowances can be auctioned in advance this way will be formally specified by the Commission in the coming weeks.

ECG - The Association of European Vehicle Logistics: France and Spain hold the line on 2035 combustion phase-out (2025-10-22)
France and Spain have reaffirmed their commitment to the EU’s 2035 zero-emission target for new cars, rejecting calls from Germany, Italy and manufacturers to delay or dilute the phase-out of combustion engines. Both governments insist Europe’s automotive future must remain electric.
In a joint letter disclosed by French media, the two governments stated that the upcoming review of CO₂ standards must not undermine the 2035 zero-emission objective, which they describe as a central reference point for Europe’s industrial transition. France and Spain “hope that the upcoming review will preserve the 2035 cap and the environmental ambition of the CO2 emissions trajectory that underpins it,” a paper presented to climate ministers in Luxembourg.
Paris and Madrid argue that maintaining a clear regulatory trajectory is essential for the sector’s transformation, particularly for projects in battery production and vehicle electrification. Both countries emphasise that billions of euros have already been invested since 2023 to localise supply chains and secure European competitiveness in electric mobility. They contend that reversing course now would jeopardise industrial planning and investor confidence.

Association des Constructeurs Européens d’Automobiles (ACEA): Steel and Cars: Twin Pillars of Europe’s Economy Call for a Pragmatic Path to Transformation (22 October 2025)
Brussels, 22 October – Ahead of the European Council meeting on 23 October, Europe’s steel and automotive industries — two strategic pillars of the EU economy — are issuing a joint call for a realistic and pragmatic pathway to transformation and keeping investments in Europe. Together, these sectors form the backbone of Europe’s industrial strength, supporting over 13 million jobs in automotive and over 2.5 million in steel (directly and indirectly), and driving innovation across entire value chains.
The two sectors are deeply interconnected: a strong European automotive industry relies on a competitive and innovative steel sector — and vice versa. Automotive is the second-largest user of steel, while a significant share of the steel industry’s R&D focuses on automotive applications. Yet, the European steel industry is now suffering from alarmingly low capacity utilisation, driven by global overcapacity, high energy and carbon costs, and subdued domestic demand. The situation is compounded by the slower recovery of EU car markets since COVID-19 and an ageing vehicle fleet that weighs on new demand.
After multiple rounds of Strategic Dialogues with the European Commission to chart a way forward, both sectors stress that the time has come to turn ambition into action.

Bundesverband der Deutschen Industrie e. V. (BDI): BDI zur Plenumsabstimmung Omnibus I: Chance verpasst, Vernunftsignal im Binnenmarkt zu senden (22.10.2025)
Zur heutigen Abstimmung im Europäischen Parlament zum Omnibus I sagt Wolfgang Niedermark, Mitglied der BDI-Hauptgeschäftsführung: “Chance verpasst, ein Signal der Vernunft und Lösungsorientierung im Binnenmarkt zu senden”.
“Das Europäische Parlament hat mit seiner heutigen Entscheidung, keine deutlichen Nachbesserungen bei CSDDD und CSRD vorzunehmen, die Chance vertan, ein klares Signal für Vernunft und Lösungsorientierung gegenüber europäischen Unternehmen zu senden. Das verzögert den Abschluss der Omnibusverhandlungen unnötig; die dringend nötige Rechtssicherheit für Unternehmen bleibt weiter aus.
Der Nachhaltigkeits-Omnibus der EU-Kommission und die Straffung der Berichts- und Sorgfaltspflichten aus CSRD und CSDDD ist längst überfällig und dringend notwendig, um redundante Datenanforderungen zu vermeiden und die Einhaltung der Vorschriften zu erleichtern. Der Mittelstand braucht gezielte Entlastung, er darf nicht außen vor bleiben.

VDA-Präsidentin Hildegard Müller:
„Der von der Europäischen Kommission angekündigte sog. Nachhaltigkeits-Omnibus mit seinen geplanten Entlastungen ist längst überfällig, die Unternehmen der deutschen Automobilindustrie ersticken in Bürokratie. Dass der Omnibus, der zumindest etwas Entlastung bringen könnte, nun im Beratungsverfahren der europäischen Institutionen stecken bleibt, ist vollkommen unverständlich. Hier wird eine wichtige Chance vertan, den industriellen Mittelstand gezielt zu entlasten und damit Vertrauen in die Zusagen zum Bürokratieabbau verspielt. Wichtig auch: Die Unsicherheit zwischen bestehenden Gesetzen und angekündigten Entlastungen ist schädlich für den europäischen Wirtschaftsstandort, die europäische Industrie braucht zwingend Klarheit über die zukünftigen Anforderungen.
Inhaltlich gilt weiterhin: Unternehmen können nur für Risiken haften, auf die sie Einfluss haben, alles andere ist realitätsfern. Es ist deshalb folgerichtig, dass von der EU-weiten zivilrechtlichen Haftung im EU-Lieferkettengesetz im Omnibus-Entwurf Abstand genommen wird und zum anderen die Sorgfaltspflichten auf die direkten Geschäftsbeziehungen beschränkt werden. Festzuhalten ist aber: Die EU-Kommission würde mit dem Omnibus zwar überwiegend künftigen, zusätzlichen Aufwand für die Unternehmen abwenden – eine wirkliche Entlastung der Unternehmen von bereits bestehenden Regulierungen ist das Vorhaben zum jetzigen Zeitpunkt aber ebenfalls noch nicht.

European Fuel Manufacturers Association: Industry Leaders Warn: 2040 Climate Ambition and CO2 Standards for cars and vans must align with Europe’s economic and industrial reality (21/10/2025)
Ahead of the European Council meeting on 23 October, the European Fuel Manufacturing Industry calls on EU leaders to ensure that Europe’s climate and energy policies remain grounded in economic and industrial realities.
In a letter addressed to the EU Member States’ Ambassadors, FuelsEurope and its 40 Member Companies set out two urgent priorities: the upcoming 2040 climate target and the CO2 regulation for cars and vans.
A balanced and achievable 2040 target
The industry warns that the 2040 target must be based on realism, measurable progress, and enabling conditions such as competitiveness, affordable energy, secure supply chains, and investor confidence. It also calls for a transparent review mechanism grounded in clear indicators like industrial output, job balance, trade flows, and EU investment levels.
