The International Labour Organization (ILO) and the International Maritime Organization (IMO) are marking the 20th anniversary of the adoption of the Maritime Labour Convention, 2006 (MLC, 2006), a landmark treaty that has reshaped working and living conditions for seafarers worldwide and strengthened fair competition in global shipping.
Adopted on 23 February 2006 by the International Maritime Labour Conference through an unprecedented tripartite consensus, the MLC, 2006 stands as a powerful example of social dialogue and multilateral cooperation in action. Governments, shipowners and seafarers came together to establish a comprehensive global framework to regulate working and living conditions in one of the world’s most international industries.

World Maritime University (WMU): IMO Experts Lecture on IMSAS (23 February 2026)
Experts from the International Maritime Organization (IMO), Ms Tatjana Krilic and Mr Omar Hassein, delivered a joint lecture entitled “Insights from IMSAS and future directions” for students in the Maritime Safety & Environmental Administration (MSEA) specialization on 6 February.
The lecture began with examining the IMO Member State Audit Scheme (IMSAS) and its components. The audit process and results were discussed while highlighting future developments. A focus on the 2nd audit cycle and its underlying Revised Framework and Procedures followed. Key novel features of the 2nd cycle were analysed including the IMO Continuous Monitoring Mechanism, audit prioritization and limited on-site audit. The lecture concluded with the practical aspects and process of Member State’s preparation for the audit. In this context, examples of organograms of maritime administration were critically examined and culminated in discussions on a road map for audit preparation.

20 years of advancing social dialogue and decent work at sea
On the 20th anniversary of the Maritime Labour Convention, 2006, we jointly reaffirm our commitment to the principles and protections it embodies and recognise the profound impact it has had on seafarers and on global shipping.
The MLC consolidated and modernised around seventy maritime labour instruments into a single, comprehensive international framework. In doing so, it established enforceable minimum standards for wages, hours of work and rest, medical care, accommodation, repatriation and welfare, creating a clear and consistent global baseline for decent work at sea.
