Atempause darf nicht Stillstand bedeuten
Die Mitgliedstaaten der Internationalen Seeschifffahrtsorganisation (IMO) konnten sich in dieser Woche nicht auf globale Klimaschutzregelungen für die Schifffahrt einigen und haben ihre Entscheidung auf das kommende Jahr vertagt. Damit soll mehr Zeit für weitere Gespräche geschaffen werden. Wann genau die Verhandlungen fortgesetzt werden, ist unklar. Die Chance auf einheitliche und wirksame weltweite Regeln ist damit in die Ferne gerückt.
„Das ist ein Rückschlag. Ob im kommenden Jahr ein Konsens gelingt, bleibt stark zu bezweifeln“, sagt Martin Kröger, Hauptgeschäftsführer des Verbands Deutscher Reeder (VDR). „Eine Pause kann helfen, aber sie darf nicht zum Dauerzustand werden. Wenn die Entscheidung immer weiter verschoben wird, droht der Prozess ganz stecken zu bleiben.“

International Maritime Organization (IMO): IMO net-zero shipping talks to resume in 2026 (17 October 2025)
IMO’s Marine Environment Protection Committee votes to adjourn discussions on the Net-Zero Framework for one year.
The International Maritime Organization (IMO) has agreed to adjourn the extraordinary session of the Marine Environment Protection Committee (MEPC), which was convened this week (14 to 17 October 2025) to consider the adoption of draft amendments to MARPOL Annex VI, including the IMO Net-Zero Framework.
The extraordinary session will be reconvened in 12 months’ time. In the interim, Member States will continue to work towards consensus on the IMO Net Zero Framework.

Vote to adopt the Net-Zero Framework postponed for one year
Negotiations at the International Maritime Organization (IMO) have ended in the postponement of the vote to adopt the landmark Net-Zero Framework (NZF) for a year. This comes after a week of pressure and delay tactics from the United States, Saudi Arabia and a number of other countries. The delay undermines years of work on the IMO’s plan to cut shipping’s greenhouse gas emissions, says T&E.
Dr. Alison Shaw, IMO Manager at T&E, said: “The delay leaves the shipping sector drifting in uncertainty. But this week has also shown that there is a clear desire to clean up the shipping industry, even in the face of US bullying. The world cannot let intimidation and vested interests dictate the pace of climate action. Climate-ambitious countries must use this moment to build a strong majority in support of meaningful decarbonisation. They will be the ones that benefit from the economy of tomorrow, not the geopolitical power games of the past.”

World Shipping Council (WSC): World Shipping Council: IMO should use additional year to close remaining gaps and ensure an effective global agreement (17 October 2025)
London, 17 October 2025 — Recognising the challenging and complex negotiations at the International Maritime Organization (IMO) this week, the World Shipping Council (WSC) has underlined the importance of using the year ahead to clarify and develop the IMO Net-Zero Framework.
WSC acknowledges the significant efforts of IMO Member States this week, and over many years, to work toward a necessary global agreement.
The 2023 IMO GHG Strategy and industry’s investment trajectory remain aligned toward net-zero by 2050. A globally agreed framework is needed to provide a level playing field to get there.

Det Norske Veritas: Decision on the IMO Net-Zero Framework delayed for one year (17 October 2025)
The 2nd extraordinary session of the IMO’s Marine Environment Protection Committee (MEPC/ES.2) decided to delay adoption of new requirements on greenhouse gas (GHG) fuel intensity, in combination with a pricing and reward mechanism. The meeting continues in October 2026.

ECSA European Community Shipowners Associations: European Shipowners regret the postponement of the adoption of IMO Net-Zero Framework (NZF) (17 October 2025)
Today, after a week of climate negotiations in London, the member states of the UN’s International Maritime Organization (IMO) postponed by one year the vote on the adoption of the IMO Net-Zero Framework.
The framework aims to create the first global carbon pricing mechanism for any industrial sector with the aim of delivering a clear path for shipping’s transition to net zero. The adoption of the IMO agreement is crucial to deliver on the transition of international shipping to net-zero emissions and to ensure an international level playing field in regulation.
